Robert R. Campbell, JD, MPH, PhD
Professional Experience: Dr. Campbell has an extensive background and experience in consulting, research, teaching, and publishing on issues related to health policy, law, and management. As the Director of the Florida Health Policy and Law Institute, he has consulted with Florida state agencies on medical malpractice and risk management policies, testified before the Florida Legislature on medical malpractice tort reform, and helped to write the medical quality section of Governor Chiles’ 1994 Florida Health Security Plan. He currently teaches the Law of Risk Management at Nova Southeastern University’s Law School and consults with healthcare providers on risk management and patient safety programs and policies throughout the country. He is a researcher at the Veterans Administration’s (VA) Patient Safety Center in Tampa, Florida. At the Center, he conducts research on developing national systems for the VA to monitor injuries and adverse events to provide an empirical basis for injury prevention and patient safety programs. He is the President of the Florida Patient Safety Center, Inc., a private not-for-profit corporation, that consults on Florida patient safety policy issues and is developing the Florida Quality Monitoring System (FQMS) based on the emerging Medicare Quality Monitoring System (MQMS).
Education: Dr. Campbell received his PhD in Health Policy and Management from the College of Public Health, at the University of South Florida in 1998. He received his law degree from Stetson University’s College of Law and has been a practicing attorney in the state of Florida since 1982.
Research Interests: Dr. Campbell’s current research interests involve developing national and state medical quality monitoring systems using large-scale administrative datasets. His research is designed to provide an empirical basis for policy and program development in current initiatives addressing patient safety and quality improvement.
